Location

The property is situated in the city centre of Norwich, on Princes Street, an attractive cobbled street with the river and Norwich Castle both a short distance away.
Norwich is a historic city with an urban population of c.213,000 (2011 Census) and a student population of over 30,000 . The city boasts a number of regional and independent retailers and restaurants and there are a number of major occupiers in the city including Aviva, Unilever, Archant and Briar Chemicals.
Norwich lies 63 miles east of Cambridge and 46 miles north of Ipswich. Norwich is situated north of the A47, which connects to Great Yarmouth, Kings Lynn and Peterborough. Norwich is also linked to Cambridge via the A11, which leads to the M11 and M25 motorways.
Norwich rail station lies to the east of the city centre, just 0.6 miles from the site, with half hourly services to London Liverpool Street, hourly services to Cambridge, Peterborough, Nottingham, Sheffield and Manchester Piccadilly. There are also local services to Great Yarmouth
and Lowestoft.

Planning:

The site was built in 1869 and is Grade II listed. It is located within the City Centre Leisure Area, Conservation Area and Area of Main Archaeological Interest.
The site is relatively constrained in terms of its curtilage with little to no space available for external amenity space, car or cycle parking or in storage. That said it may be acceptable to provide no external amenity space to secure the future of a heritage asset.
The principle of providing residential development in this location is generally supported subject to satisfying certain criteria. However, policies exist which protect the loss of office space and community facilities, although the loss of these uses will be permitted where there are viability, feasibility or practicality justifications and/or demonstration that there is a lack of demand or availability locally.
The building next door, Paston House at 11-13 Princes Street, gained consent via prior approval for change of use from offices to residential to provide 62 apartments in January 2017. A planning application was subsequently approved in July 2017 to infill the roof to provide another 4no. Flats.
