The existing use of the building is a place of worship and therefore considered to be within the new Use Class F1 “learning and nonresidential
institutions’ which comprises “any use not including residential for the provision of education, display of works of art, museum, public library, public reading room, public hall, exhibition hall, for or in connection with public worship or religious instruction or as a law court”.
Use Class F1 was introduced 1st September 2021 and covers some of the some of the former Use Class of D1 (non-residential institutions). No planning permission is required to move from a use within Class F1 to another Class within F1. However, any change of use class outside of Class F1 is not subject to benefit from Permitted Development and therefore will require full planning permission and may be subject to local authority restrictions.
