Following consideration of the application in respect of the proposal outlined above, it was resolved to grant planning permission for the following reasons:
Summary reason for approval

The development would have only a limited degree of sustainability and would make only a small contribution towards the Borough's housing supply. However the proposal seeks the conversion of an existing substantially complete building to a dwelling. Furthermore the site currently benefits from a planning approval allowing for an almost identical form of development. In view of this it is considered, on balance, that the proposal would be acceptable in planning policy terms in this instance. In addition, subject to the imposition of conditions, it is considered that the development would reasonably safeguard the character and appearance of the host building and that of the surrounding area; would not unduly harm the amenities currently enjoyed by neighbouring properties; would not give rise to any undue highway safety, drainage, ecological or flood risk concerns; and would not result in future residents being put at undue risk from contaminants. The proposal is therefore considered to be in accordance with the requirements of Policies AVP3,1,2,3,9,18,19,21,23 and 24 of the Council's adopted Core Strategy dpd (2011) Sections 2,5,8,9 11,12,14 and 15 of the National Planning Policy Framework and the provisions of the Council's Alterations & Extensions to Residential Properties spd (2008).
