Introduction
The site is situated on the southern side of Seedley Road, Salford, between its intersection
with Fitzwarren Street (to the east) and Langworthy Road (to the west).
Historically the area is characterised by terraced houses which were occupied by workers (and
their families) from the Salford Docks, and associated industrial areas of Trafford Park to the
south.
The building currently on site was probably a former Co-operative shop and dates from around
1930.
To the north east and south lay relatively new housing estates, and to the west lies a petrol
filling station. A substantial shopping centre, Salford City, of around 10 hectares is located
around 100 metres to the west.

Use
The building was formerly used for retail; in 2019 it was a carpet shop, at ground floor level,
accessed from Seedley Road. A lower floor level which opened onto the rear of the site was
unused due to flooding.
The upper level was an apartment with access through the shop. Typically in these sort of
buildings it was originally used for storage.
Planning Consent was obtained in to change the use of the building to residential.
The proposal is for full demolition of the existing building and erection of a unit for the
resettlement of the victims of domestic violence within the community.
Those looking for immediate safe accommodation are generally placed in a refuge, however
this is generally in the short term.
This facility is to be used for those who are moving back into the community. It is the first
step back to normalised living, and provides self-sufficient accommodation in a protected
environment.
Each unit has its own living area and kitchen, bathroom and bedroom, accessed through a
secure protected entrance. There is 24 hour security vetting visitors and residents access into
the facility.
Accommodation comprises self contained units and staff accommodation comprising a bed /
sitting room, an office, a kitchen and a meeting room.

Amount
The site area is some 500 sq.m. Including the passageway to the rear, which runs to Coomassie
Street. The main area of the site is around 320 sq.m. And the building footprint is 186 sq.m.
The building comprises three stories; two stories front and Seedley Road and there are three
storeys to the rear. The site falls some 1.6 metres from north to south (front to back) and thus
both ground floor and lower ground floor have a frontage at ground level.
The gross floor area of the existing building is estimated at 380 sq.m. Whilst the gross floor
area of the proposed building is 552 sq.m., which comprises a partial lower ground floor, a
ground and first floor and a roof level unit.

Layout
The scheme comprises two floors above the ‘Seedley Road’ level, a partial floor below this
(replicating the existing lower floor) together with accommodation in the roof space. The
main entrance is from Seedley Road, through a ‘security controlled’ door and lobby.
At ground floor level the staff accommodation sits next to the entrance, allowing staff to
control all access and egress, and this accommodation includes staff sleeping facility.
Also located at this ground floor level are two ‘accommodation’ units.
There is a staircase leading down to two units in the lower ground floor, and up to three units
at first floor level. There is a further unit within the roof space.
Fenestration is primarily to the front and rear elevations, with some secondary windows (to
non-habitable rooms) to the eastern gable.
The three storeys to the rear face a turning facility within Tenbury Close (an adopted highway
serving dwellings to the south of the site) and across the front gardens of dwellings located
on Tenbury Close. Design of the proposed building ensures that they do not overlook private
amenity spaces
There is access along a rear passageway, from Coomassie Street which is will be closed by
provision of a ‘Weldmesh’ fence and gates at the point this passageway meets the main
element of the site. There is also an access from the Seedley Road frontage along the eastern
gable of the building to the rear. This will remain secure, with the existing timber fence and
gates retained.
Access for staff to the rear of the building is necessary to facilitate waste storage and removal.
There are currently four car parking spaces along the frontage, although the kerb height is
between footpath and carriageway is around 60mm.. This may require adaption to comply
with the Local Authority requirements for a ‘drop kerb’.
The expectation is the only one staff space will be necessary, with none required for residents,
and the remaining three allocated for visitors.

Scale and Appearance
The existing building is constructed from facing brickwork, the older elements of which have
been painted, and with uPVC windows at first floor level.
There is a brick parapet to the front elevation, which is some 7 metres tall, and a series of
pitched roofs with ridge level of around 9.6 metres above Seedley Road.
The proposals comprise facing brickwork elevations, with a regular fenestration pattern to
front and rear elevations. Eaves level to the front elevation is around 5metres from ground
level.
The roof comprises pitches running from front and rear elevations to a central ridge some 9
metres above the level of Seedley Road.
The western gable elevation has no windows, whilst the eastern gable elevations has some
secondary windows which serve toilets and kitchens.

Landscaping
The frontage currently is hard landscaped with concrete. This will be replaced as part of the
construction process with permeable paving.
To the rear of the property is unkempt grassland. A combination of soft landscaping and
groundcover shrubs is proposed, although the presence of drainage in this area precludes
trees and larger shrubs.

Access
Access to the ground floor and apartments within the ground will be suitable for both
wheelchair and ambulant disabled, whilst access to upper floor and within upper floor,
together with facilities, will be suitable for ambulant disabled.
There will be ramped / level access to the main entrance.
