3 - Prior to the removal of any fixtures or fittings or the insertion of any steel/timberwork or floors a Method Statement shall be submitted to and approved by the Local Planning Authority to demonstrate how the proposed works will be carried out to avoid unnecessary damage to retained historic fabric, fixtures and fittings. Sufficient safeguards shall be put in place to prevent accidental damage or loss to the fabric of the listed building. Once the Method Statement is approved the works shall take place strictly in accordance with the approved Method Statement.

4 - All new brickwork shall match the existing. No new external or internal brickwork shall be undertaken until a sample brickwork panel and limewash has been made available on the application site for inspection (and the Local Planning Authority have been advised that the materials are on site) and the materials have been approved in writing by the Local Planning Authority. The development shall be constructed of the approved materials in accordance with the approved method.

5 - Prior to the installation of the new staircase full details of its detailed design including section of the spindles and handrail shall be submitted for the written approval of the Local Planning Authority. Once agreed works shall be carried out strictly in accordance with the approved details.

6 - Prior to the installation of the new gateway to the parking space full details of the proposed gate and its relationship with the existing wall and fence shall be submitted for the written approval of the Local Planning Authority. Once agreed works shall be carried out strictly in accordance with the approved details.

Conditions 3,4,5 and 6 of the Listed Building Consent do require discharge before works starts. I think that 3,5 and 6 will be down to the purchaser but you did mention that you may want to block the opening internally before the sale so condition 4 would need to be discharged before you start that work.

The Community Infrastructure Levy (cil) implications are that the cil fee will be due to the council before starting work I suspect this will be £2,145 and we should get a form "Assumption of Liability for cil" from Hambleton very soon. So don't start the blocking up work yet as we need to discharge the condition 4 and agree to the cil.
